Court Issues Preliminary Injunction To Block HUD From Imposing New Restrictions On Housing Grants
A federal judge has temporarily blocked attempts to implement changes to the Department of Housing and Urban Development (HUD)’s Continuum of Care (CoC) program described as harmful and unlawful by the plaintiffs.
The order filed December 23, 2025, in the United States District Court for the District of Rhode Island, came in response to the plaintiff's motion for preliminary injunction in National Alliance to End Homelessness et al. v. HUD, brought by local governments and nonprofit organizations.
