SAMHSA Issues, Then Quickly Rescinds Grant Cancellation Notices

The Substance Abuse and Mental Health Services Administration (SAMHSA) sent grant cancellation notices on January 13, 2026, to grantees nationwide informing them some or all of their grants were canceled immediately. The notices were rescinded by mid-day January 14, according to news reports.

The notices provided little information other than to say SAMHSA can terminate a federal award “if an award no longer effectuates the program goals or agency priorities.” The notice stated SAMHSA is adjusting its discretionary award portfolio, which includes terminating some of its awards, to better prioritize agency resources.
