Minnesota Did Not Comply With Most Internal Control Requirements For Mental Health & Substance Use Disorder Grants
The Minnesota Department of Human Services (DHS) Behavioral Health Administration (BHA) did not comply with most internal control requirements for its mental health and substance use disorder grants, according to a report by the Minnesota Office of the Legislative Auditor. The problems included unwarranted use of sole-source contracts, lack of documentation, failure to conduct timely financial reconciliations, and failure to conduct or to document monitoring and evaluations.
