Most North Carolina Juvenile Detention Centers Violate State Confinement & Treatment Policies

Most of North Carolina’s juvenile detention centers (JDCs) violate state policies regarding conditions of confinement, discipline, education, and/or recreation, according to a recent monitoring report.

DRNC presented its findings in Behind Locked Doors – Inside North Carolina’s Juvenile Detention Centers. The report was initiated after DRNC received complaints about conditions at particular JDCs. The report was issued after a 13-month monitoring initiative from July 2024 through August 2025. Monitors from Disability Rights North Carolina (DRNC) visited the state’s 14 existing juvenile detention centers and conducted nearly 400 in-person interviews with youth.
