San Francisco Specialized Foster Care Pilot For Sexually Exploited Youth Resulted In Better Outcomes
A foster care model piloted in San Francisco for youth experiencing or at risk of commercial sexual exploitation (CSE) resulted in better outcomes. The model allowed youth to choose alternative caregivers who were supported by training, a monthly stipend, and flexible resources. The goal of the model was to enhance placement stability, safety, relational continuity, and overall well-being for highly vulnerable youth.
The model, called Family and Me (FAM) 2.0, was piloted by Seneca Family of Agencies from January 2023 through December 2025.
