OPEN MINDS Hosts Executive Roundtable On Innovative Crisis Response Model

Gettysburg, PA (March 28, 2025)—OPEN MINDS will host an executive roundtable, The Evolution Of Crisis Response Systems: An OPEN MINDS Roundtable On Harris County’s Collaborative CORE Model, on April 9, 2026, at 1:00 p.m. ET. The session will feature Ann MacLeod, LPC-S, NCC, Director, Crisis Division, The Harris Center for Mental Health and IDD, and Jose “Rico” Gomez, Lieutenant, Harris County Sheriff’s Office.

Many provider organizations are searching for better crisis response, reduced unnecessary emergency detentions, and enhanced community safety. For many, the path to those outcomes will come from law enforcement partnership models that can do two things—reduce reliance on traditional law enforcement responses and generate better clinical outcomes.

This session will highlight the Clinician and Officer Remote Evaluation (CORE) Program, which embeds real-time clinical expertise into law enforcement operations through secure video technology—enabling immediate assessment, guidance, and intervention during behavioral health-related calls.

“A successful crisis continuum of care requires three critical elements: funding, partnerships, and technology,” said Monica E. Oss, Chief Executive Officer of OPEN MINDS. “Executives looking to evolve their crisis response systems need models that are funded, supported by technology, and designed to maximize the value of community partnerships.”

Attendees will gain case study–based insights into how the CORE model was developed, implemented, and scaled. The session will address staff training, operational protocols, integration with dispatch and field units, technology infrastructure, and performance monitoring.

This executive roundtable is part of the ongoing OPEN MINDS series designed to provide senior leaders with practical, case-based strategies for operational excellence and sustainable growth.
