OPEN MINDS Adds New Full-Day Government Health Care Summit To June Institute Offering Strategies For Navigating Policy Changes & Budget Pressures

GETTYSBURG, PA. (April 18, 2026) — OPEN MINDS announced it will host the inaugural 2026 OPEN MINDS Government Health & Human Services Summit, sponsored by Bamboo Health as part of its annual Strategy & Innovation Institute in New Orleans this year. The full-day program will take place on June 11, 2026, and will offer best practices and solutions in responding to three key areas: national policy and funding disruptions; state-level innovations impacting care delivery; and infrastructure needs for performance-based accountability.

State and county health and human services systems are facing increasing pressure from shifting federal policy, funding reductions, value-based expectations from payers, and rising demand. At the same time, public sector executives are taking on more strategic roles, focused on building systems that support both improved outcomes and long-term financial sustainability.

In its first year, the summit will highlight how state and county leaders are implementing best practice strategies in response to changing pressures.

Three breakout sessions are planned for the full-day summit, offering attendees a first-hand look at what’s working (and in some cases, what didn’t work):

Two executives from the Missouri Department of Mental Health and the New Mexico Health Care Authority, will join a panel discussion on how state agencies are using targeted funding strategies, data-driven initiatives, and cross-agency partnerships to transform care delivery.

Later in the day, we’ll hear from the Minnesota Association of Community Mental Health Programs with a deep-dive into how counties are transitioning from volume- and compliance-driven models to value-based care, and the frameworks needed to align contracts, data, and oversight processes with measurable outcomes.

A lively discussion with leaders from The National Association Of County Behavioral Health & Developmental Disability Directors and Bernalillo County, NM, will follow, examining what it takes to move coordinated care models from the pilot stage to scaled, sustainable care delivery for high-need populations.

The program also includes a special luncheon presentation provided by Bamboo Health, providing time for peer networking and discussion.
