Minnesota Uninsured Rate Rises From 3.8% In 2023 To 5.8% In 2025

Minnesota’s uninsured rate increased from 3.8% in 2023 to 5.8% in 2025, a 52% increase over two years, according to findings from the 2025 Minnesota Health Access Survey. The 2025 rate is the highest reported since 2017, when the uninsured rate was 6.1%.

The increase in the uninsured population coincided with a decline in public coverage. The percentage of residents with public insurance decreased from 44.1% in 2023 to 39.6% in 2025. Public coverage in the survey includes Medicaid (Medical Assistance), MinnesotaCare, Medicare, and TRICARE.
