Indiana Medicaid Implements Six-Month Moratorium On Enrolling New HCBS Waiver Provider Organizations

The Indiana Family and Social Services Administration (FSSA) implemented a moratorium on new provider organization enrollments for home and community-based services (HCBS) available under the state’s 1915(c) waivers. The moratorium is effective August 1, 2026, and will last for six months, though FSSA may extend the moratorium in six-month increments.

The moratorium will prevent certification and enrollment for certain waiver services, as well as prevent changes of ownership, adding counties, and adding services subject to the moratorium for existing HCBS provider organizations.
