New Illinois Laws Expand Financial Exploitation Protections For Older Adults & Adults With Disabilities
Illinois enacted two laws expanding protections for older adults and adults with disabilities who are at risk of financial exploitation. House Bill (HB) 4649 expands the emergency actions courts can take, including freezing assets, restricting contact with an alleged exploiter, and directing law enforcement action. HB 4911 gives banks, credit unions, investment professionals, and other financial professionals additional authority and responsibilities when they suspect financial exploitation. Governor JB Pritzker signed both measures on July 30, 2026. HB 4649 takes effect January 1, 2027, and HB 4911 takes effect July 1, 2027.
