H.R. 1 Projected To Reduce Medicaid Home Care Enrollment 9.4% By 2034
Nearly 312,000 fewer people are projected to receive Medicaid-funded home care by 2034 as a result of Medicaid eligibility and enrollment changes under H.R. 1 of 2025, according to the “Medicaid Home Care Chartbook 2026.” The projected reduction of 311,879 people represents a 9.4% decrease in Medicaid home care users attributable to H.R. 1 by 2034. Approximately 3.3 million Medicaid beneficiaries received home care services in 2023.
