A Medicaid Block Grant Program: Implications for People with Disabilities
In May 2013, the National Council on Disability (NCD), an independent federal agency committed to disability policy leadership, published a report written by the National Association of State Directors of Developmental Disabilities Services (NASDDD) under contract with NCD that examines the history of federal block grant programs in general and, more specifically, proposals to block grant federal Medicaid funding.
