On February 4, 2014, the California Department of Managed Health Care's Office of Enforcement released a letter of agreement concluding its investigation of U.S. Behavioral Health Plan, California (USBHP) d/b/a OptumHealth Behavioral Solutions of California. The Department concluded that there is sufficient evidence that violations of the Knox-Keene Health Care Service Plan Act of 1975 by engaging in claims settlement practices that constitute an unfair payment pattern.
