California Senate Bill-140 Budget Act of 2012: Firearms; An Appropriation For The State Department Of Justice To Enhance The Armed ProhibitivePersons System

The legislation calls for the state to provide funding to the California Department of Justice Bureau of Firearms so the Bureau can clear an investigative backlog of firearms purchase background checks and seize firearms and deadly weapons possessed by individuals who are not legally allowed to own them. The system estimates that there are 19,000 people who possess guns, but should now be prohibited from having them. This list grows by approximately 15 to 20 people per day.
