The California Legislative Analysts Offices status report finds that the state has been unable to maximize the available federal funding for off-site inpatient health care services for eligible inmates, even with the states recent development of a process to obtain those funds. The report recommends that the legislature hold budget hearings to identify and resolve any obstacles preventing the receiver overseeing inmate medical care from securing memorandums of understanding with counties to enroll inmates in their low-income health programs, and require the Department of Health Care Services to report on its efforts . . .
