Los Angeles County Child Protective Services Commission Reports That System Is In ‘State Of Emergency’
On April 18, 2014, the Los Angeles County Blue Ribbon Commission On Child Protection said the county’s child protective services (CPS) system is in a state of emergency, meaning it needs a fundamental reform to create an integrated, effective child safety system. The greatest obstacle to reform was identified as the current siloed structure of the county system, which involves more than a dozen departments and offices. The Commission recommended that the Los Angeles County Board of Supervisors immediately take five essential actions to mitigate the state of emergency:
