These findings were reported by the Office of the Inspector General (OIG) for the federal Department of Health and Human Services (HHS) in a report titled "CMS's Reliance on California's Licensing Surveys of Nursing Homes Could Not Ensure the Quality of Care Provided to Medicare and Medicaid Beneficiaries."
