In September 2014, the Centers for Medicare and Medicaid Services (CMS) released its fiscal year (FY) 2013 Report to Congress on the Recovery Audit Program (RAP) for fee-for-service (FFS) Medicare as required by Section 1893(h) of the Social Security Act. The mission of the RAP is to identify and correct Medicare and Medicaid improper payments through the detection and collection of overpayments made on claims for health care services provided to Medicare and Medicaid beneficiaries, and the identification of underpayments to providers so that CMS and states can implement actions that will prevent future improper payments.
