Proposed HHS Notice Of Health Insurance Benefit & Payment Parameters For 2016

The proposed rule was issued on November 21, 2014 by the federal Department of Health and Human Services (HHS). It concerns the adequacy of employer-sponsored health benefits. A provision of the proposed rule clarifies that HHS is amending its minimum value calculator to ensure that not only must employer sponsored plans meet the 60% benchmark for the allowed cost of plan benefits as a percentage of the actual cost of benefits, but they must also cover inpatient hospitalization or non-physician services. An error in the calculator led some employers to offer health benefits that did not cover hospitalization . . .
