In this report released in November 2014, the Government Accountability Office (GAO) evaluated the federal Immigration and Customs Enforcement (ICE) implementation of the Alternatives to Detention (ATD) program. From March to November 2014, the GAO reviewed data on ATD program participation, costs, and performance; and ICE oversight of the program. The GAO conducted interviews with ICE and its ATD contractor, Behavioral Interventions, Inc., and with four of the 24 regional Enforcement and Removal Operations (ERO) field offices (Dallas, Texas; Los Angeles, California; Las Vegas, Nevada; and St. Paul, Minnesota).
