Exploratory Questions to Assist States in Assessment of Non-Residential Home and Community-Based Service (HCBS)/Settings
On December 15, 2014, the federal Centers for Medicare & Medicaid Services (CMS) released this document as guidance to help state Medicaid programs evaluate whether non-residential programs that are highly medical or clinical in nature, such as medical adult day programs, meet criteria for home- and community-based service (HCBS) waiver setting requirements. A new federal rule issued in January 2014 requires that states ensure that by March 17, 2019, all Medicaid HCBS waiver services are provided in integrated community settings; the rule applies to residential and non-residential settings . . .
