40% Of Low-Income Americans With High Deductible Health Plans Skipped Treatment Due To Cost
About 40% (two out of five) of low-income adults covered by a high-deductible health plan (HDHP) reported they either did not seek medical treatment, skipped a preventive care test, skipped a follow-up test, or did not get specialist care, due to their deductible. For purposes of this study, HDHP are defined as those with deductibles that accounted for five percent or more of the adults' income. Of privately insured adults without a HDHP (those with deductibles less than five percent of their income), 23% report they did not seek care when it was needed.
