What happened in Georgia doesn’t happen often enough. The State of Georgia put out an RFP for a pilot for privatizing its foster care system (see Georgia DFCS Procurement ES-RFP-42700-215 Seeking Lead Agencies For Pilot To Privatize Placement Referrals & Services For Children In Foster Care, Scope Of Work) but ended up cancelling the solicitation (see Georgia Cancels Procurement For Privatized Foster Care Pilot). Why? The Georgia Department of Administrative Services cancellation notice says the state had “limited responses” to its request for proposals and it was determined that “pricing exceeded budgeted amounts.”
