In its annual report to the U.S. Sentencing Commission which sets federal court sentencing guidelines, the federal Department of Justice (DOJ) makes recommendations on how to align federal sentencing with DOJ policies for state sentencing guidelines. In particular, the DOJ is seeking to reform how drug offenders are sentenced, and align federal and state policies, as part of a broader effort to reduce the prison population.
