Promises Still to Keep: A Decade of the Mental Health Services Act

The report was released on January 27, 2015, by the California Little Hoover Commission (LHC), a bipartisan and independent state agency. The LHC reviewed the expectations when the Mental Health Services Act was implemented in 2004, and reviewed program documenation to compare the expectations to outcomes.
