On March 2, 2010, a federal judge ordered a management team to take over some duties of the Guam Department of Mental Health and Substance Abuse (DMHSA) and the Department of Integrated Services for Individuals with Disabilities (DISID). The management team—James Casey, an attorney; and James Kiffer, a psychologist, who had previously served as court monitors—will have power similar to those of a federal receiver.
