OPEN MINDS Weekly News Wire Strategic Health Care News In July 2010, the Department of Veterans Affairs (VA), Rocky Mountain Network Veterans Integrated Service Network (VISN) 19 planned to expand telehealth services for veterans via new telehealth facilities called primary care telehealth outreach clinics (PCTOCs).
