OPEN MINDS Weekly News Wire Mental Health & Chemical Dependency Services A pilot group of 50 non-commissioned Army officers (NCOs) are training entry-level recruits at two bases in new emotional resiliency techniques that they learned in an August 2009 training at the University of Pennsylvania (UPenn).
