On January 11, 2013, the City of Philadelphia, Pennsylvania released three requests for proposals (RFPs) seeking three child welfare lead agencies to serve children living in six police districts. The contractors, operating as Community Umbrella Agencies (CUAs), will provide all in-home and out-of-home child protection and child welfare services for families within geographic catchment areas.
