If the federal Medicaid program was converted to a block grant structure, as the U.S. House budget proposal recommends, the level of funding would be unlikely to match needs, according to a Kaiser Family Foundation (KFF) review of prior Medicaid block grant proposals and current programs with capped federal financing.
