Capitated Medicare ACO Model Proposed To Create Person-Centered Health System
To reform Medicare and create a person-centered health care system, Medicare should expand its current fee-for-service (FFS) accountable care organization (ACO) demonstrations to create “Medicare Comprehensive Care” (MCC) organizations. These new Medicare ACO models would feature a globally capitated payment, with full payment linked to meeting quality benchmark measures, with a goal of aligning payments, regulations, and benefit design in a person-centered model.
