On June 14, 2013, the federal Centers for Medicare and Medicaid Services (CMS) proposed a change to the operations of state health insurance marketplace exchanges in which the federal government would run the individual marketplace and the states would run small business marketplaces. The proposal is a third option for the design of state health insurance marketplaces under the Patient Protection and Affordable Care Act of 2010 (PPACA).
