About 2.6 million non-elderly low-income childless adults not otherwise eligible for Medicaid or eligible for Medicare live in states deemed unlikely to extend Medicaid coverage to the Medicaid expansion population between 2012 and 2022, according to an estimate prepared by the Congressional Budget Office (CBO).
