February 14, 2000 Maryland Says HMOs Should Pay Doctors When Contracted Maryland regulators have answered yes to the emerging question of whether HMOs are responsible when their contracted groups, or Independent Practice Associations (IPA), fail to pay their physicians. According to the January 31, 2000 American Medical News, the question arose in both instances when IPAs that contracted with HMOs on behalf of physicians went out of business, owing the physicians millions.
