February 19, 2001 CARF Names National Director of Behavioral Health The Commission on Accreditation of Rehabilitation Facilities (CARF), named Steven F. Minner, Ph.D., as the National Director of the Behavioral Health Division in the summer of 2000. Dr. Minner is responsible for overseeing CARF's work on the Opioid Treatment Program Accreditation Project and Marketing CARF's accreditation products in the behavioral health field.  He shares these responsibilities with Nikki Migas, who has been a National Director in the Behavioral Health Division since 1997.
