March 7, 2005 California Youth Authority to Overhaul Operations On January 31, 2005, the California Youth Authority (CYA) agreed with state officials to begin a major overhaul of its operation by May 2005. The CYA, through the reforms, is to emphasize rehabilitation instead of lockdown punishment for its detainees. The overhaul is in compliance with the November 2004 settlement of a lawsuit that challenged the conditions of the statewide juvenile justice system.
