March 19, 2001 Wisconsin Welfare Agency Staffers Receive Bonuses In Milwaukee, Wisconsin, three county W-2 agencies paid out nearly $2 million in bonuses to staffers from 1997 through 1999. The bonuses were given out, in part, because of the reduction in the number of welfare cases. According to a February 28, 2001 Milwaukee Journal article, the incentive payments came from taxpayer funds that pay for the W-2 program.
