April 3, 2000 CAPE Funding Doubles to $20 Million On March 10, 2000 President Clinton signed into a law a bill that doubles the funding available to help states prevent and prosecute child abuse. The Child Abuse Prevention and Enforcement Act (CAPE) bill will increase the amount of funds available for grants to states for child abuse treatment and prevention from $10 million to $20 million.
