April 22, 2002 HHS Expresses Reservations About Minimum Staffing Ratios ReportMarch 19, 2002, the Department of Health and Human Services (HHS) released the final portion of a report on sufficient nurse staffing levels to Congress, but with the caveat that it will not use the report to establish staffing ratio requirements. Nine out of ten nursing homes currently do not have adequate staff to provide quality care, according to the report.
