May 29, 2000Pennsylvania Governor Signs Education Empowerment Act, Giving Districts $25 Million in Additional Funding Pennsylvania Governor Tom Ridge recently signed into law the Education Empowerment Act, an initiative to help more than a quarter-million children in Pennsylvania's lowest-performing schools get a quality education through new management tools and $25 million in additional funding to make needed improvements. Under the Education Empowerment Act, the Secretary of Education would use the Pennsylvania System of School Assessment to identify the districts with a history of low performance.
