May 31, 2004 New Jersey to Target High Risk Abuse Cases With the number of children dying at the hands of their mothers' boyfriends at an alarming rate, New Jersey officials announced a plan on April 28, 2004, to aggressively step up investigations involving alleged abuse of youngsters by men who aren't their fathers.
