June 5, 2006 Texas Puts Region 8 Foster Care Out to Bid   On May 1, 2006, the Texas Department of Family and Protective Services (DFPS) issued a request for proposals (RFP) for an independent administrator to manage foster care services in Texas’s Region 8. The service area includes 28 counties surrounding San Antonio, in the southern area of the state. The independent administrator will be responsible for organizing and managing a network of service providers in a community-based foster care system.
