June 7, 2004 New York Forces Closure of Four Winds Syracuse Facility On April 30, 2004, the New York Office of Mental Health (OMH) forced Four Winds Syracuse, a private 107-bed mental hospital, to close after inspectors found serious deficiencies at the facility. OMH inspectors said Four Winds psychiatric hospital was filthy, dangerous, and understaffed. OMH decreed that the hospital could not take new admissions and would be closed by the state if it doesn't turn in its license voluntarily.
