June 12, 2006 Pennsylvania Governor Vetoes Nursing Home Funding Bill On May 17, 2006, Pennsylvania Governor Edward G. Rendell vetoed legislation to reform and improve the states nursing home reimbursement system. State Senate Bill (SB) 997 would have amended the Public Welfare Code to block the ability of the Department of Public Welfare to issue a new Medical Assistance rate system for nursing homes by July 1, 2006, without going through a standard regulatory review process that includes oversight by the General Assembly.
