June 13, 2005 Governor Perry Signs Bill Overhauling Protective Services On June 7, 2005, Texas Governor John Perry signed a bill into law that will overhaul protective services - salaries will go up, caseloads will go down by 40 percent. Governor Perry announced the following changes to protective services expected to come about by the new bill: The amount of time spent on paperwork will be slashed by 58 percent Investigators will be free to spend 38 percent more time with children and families APS workers will see caseloads drop to an average of 28 per month A new education incentive . . .
