Federal Court Rules States Cannot Limit Activity Of Health Insurance Marketplace Navigators
On April 10, 2015, a federal court ruled that states cannot limit the activities of health insurance consumer assisters and others who help people enroll in health insurance. The ruling was issued by the 8th Circuit Court of Appeals in Missouri v. St. Louis Effort for AIDS. The state had adopted a law making it illegal for organizations federally certified as counselor-designated organizations and individuals working as certified application counselors to advise consumers about the features of various health care plans sold through the federal Health Insurance Marketplace.
