July 8, 2002 Hawaii Governor Signs Landmark Long Term Care Bills On July 1, 2002 Governor Ben Cayetano signed legislation establishing the preliminary framework for a state-run long-term care system, making Hawaii the first state to establish a state-run long-term care program. Among the bills the Governor signed was H.B. 2638, relating to the Hawaii Long-term Care Financing Act, which establishes the Hawaii long-term care financing program.
