July 14, 2003 California Health Department Cites Lanterman Development Center  On July 2, 2003, the Lanterman Developmental Center in Los Angeles County received an "AA" citation from the state of California Department of Health Services (CDHS). The facility received the citation and a $25,000 fine after an investigation by CDHS concluded it failed to protect a 31-year-old male resident who was beaten to death at the facility by an unknown assailant.
