July 18, 2005 Pennsylvania Governor Announces Plan To Fund Children's Services In Philadelphia Pennsylvania Governor Edward Rendell announced in June, 2005 that he and the State Department of Public Welfare have approved a plan to allow the City of Philadelphia to transfer $10.5 million from its Community Behavioral Health (CBH) Reinvestment budget to provide the matching funds necessary to draw down $40 million in state funds that will be used to provide social services to the city's most vulnerable children.
