July 30, 2007 Fewer DCF Child Removals May Improve Child Safety Outcomes in Floridas Foster Care System Florida Department of Children and Families (DCF) districts that removed proportionately the fewest number of children tended to have the best child safety outcomes in 2006. The actual number of DCF child removals was compared to the total number of children in each DCF district identified as living in poverty by a 2004 U.S. Census estimate.
